•  Human Resource Administrations (local, national, global...) confirm skill-sets for each
                       member of society and outlines training requirements for enactment approval for allocation

                       of work and resource orders.
                   •  Confirmation of Willit Administrators and Auditors
                   •  Confirmation of Independent Media Service Members

                   •  Citizens provide Proof of Funds to Transfer into the Willit System
                   •  Reflective Funds Account creation –
                       Monetary holdings of individuals will be reflected in their Willit account prior to bank
                       account liquidation.
                   •  Acquisition of public and private corporations:

                       Per the Debt Settlement Plan (upon approval by the people) a public company's board of
                       directors, employees, and shareholders will be given the option to exchange their voting
                       stock to Willits; with the maximum exchange per individual limited to their lifetime earnings
                       cap.

                   •  Double accounting entries (Businesses’ Current Accounting System and the System Core) to
                       ensure the System Core is up-to-date with current inventory levels and orders



               PHASE V - TESTING (2026 - 2027)
               During the testing phase, the System Core will be completely operational and available for free
               everyday use (unofficially).

               Full implementation of:


                   •  Willit Monetary System
                   •  Human Resources Components
                   •  Production and Distribution System
                   •  Market System

                   •  Legislative System

               The first test of the System Core is to establish the System’s ability to process all the people’s
               orders, generate work orders, have the people confirm their work orders, and to compile efficiency
               rates and production yield reports without glitches, system overloads, or shutdowns.


                   •  The people enter their Standard Needs orders
                   •  Producers are to review system order levels, confirm, and submit resource requests
                   •  The people receive Work Order requests and confirm their commitment
                   •  The System is to confirm orders and estimate delivery dates
